Abstract

Upon assuming responsibility for the management of port management in Santa Catarina, the board of the holding SC Participações e Parceirias SA questioned itself about its structural and professional adequacy to perform the new functions well. In this context, the objective of this research was to build a model to support the management of holding's port planning activities, taking into account the particularities of its managers and the port environment. For that, the Multicriteria Decision Support-Constructivist methodology (MCDA-C) was used. Using semi-structured interviews, nine objectives were identified, considered necessary to assess the holding's Activities Planning dimension. Based on the constructed model, it was found that although holding presents a global performance at a competitive level, in some criteria it presents compromising performance. The model supported the generation of improvement actions, showing promise in its results to support holding to better meet its attributions related to the support of subsidiary ports.

Daiana Rafaela Pedersini, Universidade Federal de Santa Catarina

Doctoral student of the Postgraduate Program in Accounting at the Federal University of Santa Catarina (UFSC). Master in Accounting from UFSC. Specialist in Accounting and Financial Management at the Federal Technological University of Paraná (2019). She has a degree in Accounting from the Federal Technological University of Paraná (2016). She has experience in the field of Administration, with an emphasis on Accounting Sciences. She has professional experience as an Analyst in the Personnel Department. Research Interest Areas: Teaching and Research in Accounting, Public Sector Performance Assessment, Port Sector Performance Assessment.

Lucas dos Santos Matos, Universidade Federal de Santa Catarina

PhD in Production Engineering from the Federal University of Santa Catarina (2020). Master in Accounting from the Federal University of Santa Catarina (2014). He graduated in Accounting Sciences from the Federal University of Santa Catarina (UFSC) and is also graduated as an Information Systems Technician from the Federal Institute of Santa Catarina. He currently works as an Accountant at the Federal University of Santa Catarina. He is interested in research in decision support, performance evaluation, public management, organizational learning, and university management. Member of the Organizational Performance Management and Evaluation Research Group.

Sandra Rolim Ensslin, Universidade Federal de Santa Catarina

Graduated in Accounting from the Catholic University of Pelotas (1991), Master's in Production Engineering from the Federal University of Santa Catarina (1995), Ph.D. in Production Engineering from the Federal University of Santa Catarina (2002), and Post-Doctorate from the Universidad de Valencia - Spain (2014). She is a Productivity Researcher at CNPq Level 1D. Scientific Editor of the Revista Contemporânea de Contabilidade (RCC) from January 2005 to August 2016. Full Professor at the Federal University of Santa Catarina working in the Graduate Program in Accounting (PPGC/UFSC) and in the Production Engineering Program (EPS) /UFSC). She has been Scientific Coordinator of the International Congress on Port Performance (CIDESPORT) since 2015, Scientific Coordinator of the International Congress on Public Sector Performance (CIDESP) since 2017, and coordinator of the Center for Research in Management and Evaluation of Organizational Performance. She is the author of book chapters, articles published in international and national journals, and works socialized in the annals of international and national scientific events. He has experience in Accounting and Production Engineering, with an emphasis on Organizational Performance Assessment, working mainly in decision support contexts, performance measurement, and management and in Performance Assessment Systems (SADs) through the Multicriteria methodology of Constructivist Decision Support (MCDA-C); and, Process for Literature Selection and Critical Analysis through ProKnow-C.

Leonardo Ensslin, Universidade do Sul de Santa Catarina

Graduated in Mechanical Engineering from UFRGS, Master in Production Engineering from UFSC, Ph.D. in Industrial and Systems Engineering from the University of Southern California and Post-Doctorate from Lancaster University. He is a Productivity Researcher at CNPq Level 2. Professor at the Federal University of Santa Catarina for 35 years and is currently a Full Professor at the University of Southern Santa Catarina (UNISUL). From 2007 onwards he published more than 12 articles in specialized international journals and more than 30 articles in national journals and has more than 40 papers presented in Congresses and Seminars. He published in this period 12 book chapters and 3 books. He participated in the improvement and/or development of more than 6 technological products. In his career, he has supervised more than 99 Master's dissertations and 23 doctoral theses. He has received 6 awards and/or honors. He coordinates the LabMCDA and Research projects in the area of ​​Performance Assessment and Constructivist Decision Support, involving doctoral and master's students. He is a member of the Research Groups on Organizational Performance Assessment (UNISUL) and on Management and Organizational Performance Assessment (UFSC). He is part of the General Coordination of the International Congress on Port Performance-CIDESPORT.
