The objective of the work was to propose a level indicator of adherence in the integrated report/management, the construction of the Indicator of Level of Adherence of Integrated Report (INARI). The indicator will be divided into four groups: Management Report; Sustainable Logistics Management Plan; Environmental Agenda in Public Administration (A3P) and Sustainable Procurement. The study was based on the analysis of the management reports of 1141 federal institutions made available by the Federal Court of Auditors and their respective websites for the 2019 fiscal year. Based on the mechanistic approach of content analysis, an indicator of adherence level of integrated public sector reporting. The Management Report is the accountability instrument that must be sent to the TCU in the IR format; however, most institutions have not yet managed to develop an IR.
