MORAL DILEMMAS EXPERIENCED BY PUBLIC MANAGERS OF EMERGENCY MANAGEMENT IN THE STATE OF SANTA CATARINA

This paper aims to analyze moral dilemmas experienced by public managers in emergency management in the state of Santa Catarina in the light of administrative ethics. The identification of the dilemmas was based on documentary research, non-participant observation and in-depth interviews with public managers. The presentation of the cases took place based on their relationship with thematic of emergency management: uncertainty management; evacuation, screening and rescue; management of humanitarian assistance items; and professional risk. From the cases presented, the following perceptions on dilemmas were highlighted: where they were most present; the most common types of dilemmas; how it manifested itself; and in which dimension the dilemma was formed: individual or in the context of the organization/management.
