STATE OF THE ART IN THE PEOPLE MANAGEMENT OF THE PUBLIC SECTOR

This article aims to present a systematic literature review (SLR) based on the state of the art of research in people management policies and practices (PMPP) and the factors of attraction, retention and organizational commitment in public sector organizations. The research method was based on an SLR, combining bibliometrics and content analysis. The sample consists of 117 articles extracted from the Web of Science database, quantitatively analyzed with the support of descriptive statistics, co-citation networks, coupling and keywords. The results reveal the evolution of publications on the subject, with a relative connection between the studies, and that the PMPP literature is divided into four categories, according to its main focus: job satisfaction, organizational commitment, motivation in public service, and involvement and retention. It is concluded that the literature lacks studies in different areas of the public sector and numerous gaps need to be filled.
