Antecedents of innovation in public management: analysis of innovative experiences in the Brazilian rural sector

This study analyses experiences of innovations in the Brazilian public sector, in the rural environment, awarded in the 20 editions of the "Competition in the Public Sector" promoted by the National School of Public Administration. The analyses focus antecedents, barriers and inductors inherent to such innovations. The theoretical framework was developed in the light of the background model of innovation in the public sector. The research is characterized as qualitative-descriptive, with the use of documentary and thematic analyses. The actions developed in the experiences to face the barriers and to minimize their effects appear linked to initiatives to promote or deepen social participation. As agenda for future research, studies comparing award-winning experiences and non-awarded experiences become relevant to reveal attributes that may explain how a given initiative becomes successful.
